It also seems to work on a couple of other levels. If she’d take the job, Hill could use the position to broaden and strengthen her own resume, and be very visibly seen doing so. For Barack, the old saying ‘keep your friends close, your enemies closer’ could be a factor. The inclusion of a Clinton back into the NSC process - it would certainly send a message.
